Abstract We consider the joint optimization of multi-carrier radar and communication systems with shared spectrum. The systems operate in a cluttered environment, where the radar and communication receivers observe not only cross-interference but also multipath and/or clutter signals, which may arise from the system's own transmission. We propose a non-alternating approach to jointly optimize the radar and communication transmission power allocated to each sub-carrier. Numerical results demonstrate the proposed joint designs offer significant performance gain over the conventional sub-carrier allocation-based approach.
